To be honest i'm not fully done with the magic system of the world so this is just a small part of itMagic by itself is almost useless and that's why people invented all sort of tools to use with magic
People who doesn't have magic can still use these and buy stock of magic (some tools are not done to be used by not wizard people tho)
This is the case for Klaus before he went to the Academy, the motocycle lended by his boss worked with stock of magic
Floating bicks and vehicles are done to be hooked to flying animals! They can barely glide by themselves, unless you are Myel and have a stupidly huge amount of magic in you
In all case you can't freely fly in the city and there are a lot of laws.. mostly to be sure people wouldn't try to cross the river that split the center of the island from the seaside
Also for Klaus's hair, he's wearing a scrunchie made in magic plants that grow up when they're in contact of magic (they're mostly silly decoration) it used to grow up each time for the first times Klaus tried using Myel's magic, but he will control it better after! He wanted to take it off but Myel liked it a lot.. it's an important souvenir for him tho!!
