I use Medibang but I have a very distinct and cartoony way of doing things so I doubt my advice would be what you're looking for

•Clockbirds has a nice tutorial about it on youtube if you want to paint fur manually (basically very short hair strands) but theres always brushes.
Personally, I use a variation of clockbirds method, and I only add the details on the side of the fur that is hit by light. The dark part, i leave it vague and undefined.
The general idea is you're painting loose triangles to represent fluffy fur and grass-like lines to represent short fur

•Download a brush for it, or what I used to do was use the finger tool. So just get the base colour down and use that tool to get hair coming out from it. Lots of ways to do it, that's just what I did
