A bit of both
Most of small artist will use an oc, whole bigger artist make a new character on the spot
Most of it comes down to the controversy of art contest, which can basically be a way to get free fanarts from others in the hope of something in return, but there's only a few winners, so in the end the host gets a lot of art to keep while the participants don't really get compensated
At least that what I have been told about using ocs in dtiys, and I can understand the view
I avoid using ocs since then, and my next dtiys will be a character that has been created with the help of my audience, so that there aren't any problems

•My experience is I've seen ppl put a lot of unnecessary - but still cool I guess - visual flare to DTIYS character, super many accessories, super many colors/patterns, they go wild for this.

Do you mean, by funky design, they just come up with something on the fly for the challenge. It's a character design that exists but doesn't necessarily have a name or backstory.

I've seen people do both. I guess it's more common that people come up with something new-ish for DTIYS.
