I'm not exactly the same with my artstyle, but maybe it's similar enough that I can give advice. I basically loosened up my lineart to just be a cleaned up sketch. Then when digitally painting, I'd set the brush size (I prefer a brush that smears like "Kyle's Real Oils Wet") moderately high to keep my mindset at experimental when coloring, and make sure to use high saturated colors from the start. Also don't be afraid to use satiated highlights, bc that's the key of the style. Good luck!

•I think it's just regular digital water color, the artist just uses colors in a more creative and different way. (Even having a stain glass kinda aesthetic to it.)
