It's a process. Drawing over the sketch mean most times "deciding for one line" out of the several one did while sketching. Practice is in the end what will help most; A great exercise is sketching or figure drawing with a pigment liner, a thin marker or silk be other hard contrast+non eraseable pen. It forces you to be more decided on your lines from the get go, and combined with fast figure drawing (30sec per pose) you'll practice catching movement with a few lines.
And yep, the first will look like shit, but it rly helps a lot in the long run!
