This app is a small community, you grow by putting into the community. Interact with people, share their work and just be part of the community.
Because it's small, individual tags aren't as important as just being part of the community.
There is no algorithm - that's the apps whole selling point and is outlined in the app store description. Feeds are newest to oldest. "What's hot" is just what's been getting the most interactions and tbh - I ignore it. I just look at what's newest to try and find nice art. Personally, everything I like I share to my followers for them to see as well.
