A girl under 15 is NOT a "miss." Calling her that just because she menstruates is ignorant and sexist. Her period doesn't make a girl a woman, nor does it make her "ready" for anything adult-related. Calling her "miss" only exposes her to looks and treatment she doesn't deserve, and normalizes the fact that her childhood ends prematurely.
