It would take a essay the size of the bible to explain why he does fit perfectly in the game's context: in a world where wars are being fought with really advanced technologics and the military-industrial complex keeps profiting from warfare (the latter being one of the whole game's main themes)
He owns a big-ass company which profits from arms sales and a project where children's brains are being put into cyborgs, which is why our protagonist goes after him, and during the final confrontation we get a speech on why he using the war economy to get elected as US president... Because he wants a world where people will fight for what they believe and "not for money, not for oil!"
