I’d say it depends on who it is- like if they were new to the scene I might charge 50- 70ish dollars but if they were more professional I would charge around 200- but it also depends on how long it takes you to finish it.
Also I’d suggest having them pay at least half after you finish the sketch so that way you can avoid getting stiffed

The person will sell your art and make more money, commertial art is more expensive and/or includes royalties, 20-25 is too cheap.
