Oooh. Watercolor suggestions if you're a beginner, I personally started with Grumbacher Academy watercolors, but those are tubes. If you're not, rembrandt has open stock that is good (the indanthrene blue they have is one of my top 2 blues) or a tube set from Daniel Smith (I have the mineral pigment and the general starter) those are good.
For acrylic, first set definitely NOT Golden. Or if you do, get a small tube of the colors. I had to get a few of the large tubes and it was ridiculous. Id suggest maybe the liquitex basics to get started, or any beginner set you can find from a name brand company. I dont have much experience with acrylics but the cheap ones I find harder to work with (like artist loft)

•I dont know about price because the ones I have are my gfs and one she gave me as gift. My favorite is kuretake gansai tambi, but they are quite different of a normal watercolor set. You can also buy your own watercolors and build a pallet, maybe it will not be as affordable as a set, but I particularly never use half of the colors in the set (my n&w I only use 5 of 12) (same for alcohol markers, a set of 80 I just use 20, I rather buy 20 of good quality that I like than buying a cheap set that I will not fully use). See what you want and what you need of colors, I just recommend havind ultramarine blue because I use it to tone down and make shadows of every color basically lol

•If you live in Europe the white nights watercolors are pretty affordable and real good quality(they only come in pans If I remember correctly tho) my sister uses reneissance acrylic paints and they seem pretty good too

•Windsor and Newton watercolors are pretty good, if you also wanna try gouache since it’s kinda a combo of the two, holbein is a good brand for those. Idrk about acrylics since I don’t use them a lot :/
