Work in layers that overlap. If you have only foreground and background, make sure the foregroud elements lap over some background.
Furthermore, the further something is away, the lighter, blurrier and bluer it becomes, while you can pull stuff in the front with sharp edges and darker/more saturated colors!
And least, the most detail shouldbe in your focus area, so if your character is in the foreground, there should be the most detail; if the character is in the middle ground, you might wanna put more detail there, to leave the foreground out of focus
