I think it’s just when you reach a point where you’ve gotten so good, you’d find it silly to be called a “beginner artist!”

society and normies, people that don’t do art determine it when they have no right too. I’m going to give it too you straight, most people have the mindset of whether or not your art looks good.
The way I see beginner is where they don’t understand or do lighting, tones, all that “professional” looking art.

It's really hard to say cause there's no end goal in art, you will always be getting better and better no matter how long you do it.
Maybe you're at a poiny where you love your art and feel like you're achieving what you're imagining. That's really the best way I can think of knowing that you've graduated from a beginner

I have no clue. I’ve been drawing for a long time now and I still call myself a beginner

I think it depends on what kind of art you want to pull off and why, but I believe you're a beginner artist for as long as you need tutorials to hold your hand for every step of the drawing.
There's not a very specific hour count to an artist's level, it really depends on how smart you practice to graduate from the beginner stage. Why do you want to know, if I may ask?
