Depends on the background?
1 would suit backgrounds with bigger color areas better, 2 a changing format like a YouTube avatar or such as it’s simpler and more cohesive (one main color area around the face to pay attention to).
1 would work better as a stand alone character in a comic as it is more striking/memorable and pulls the focus on the top part of the body, where most of the action in a comic would happen.
(I’m tired, kind of rambling and should be in bed, so sorry if this is a little disjointed ^-^")
