Clip Studio Paint EX! I’ve got Windows on my laptop & it does pretty good!
It’s expensive but I got mine during a spring sale where it was half off, so it was like $105 instead of $220!

•i think one of the free programs that I used back then was Gimp, or Pencil! I’d create the frames in either program, export them, then piece them together in Sony Vegas Pro 14!

I did an internship in a 2d animation studio and all the animators used TV Paint on Windows, so i'd say it's a pretty good program. However i think it's quite expensive
