- use transform tool in tool option or use shortcuts ctrl+t
If you mean you want to resize canvas, click image -> resize canvas or image -> scale image to new size.
- ctrl + z for undo & ctrl + shift + z for redo
- for clipping mask you must select your layers drawing, then right click mouse, and group -> quick clipping group
