This one was fun to draw. I'm only posting the silhouette version for now. Will be posting the colored version later.

Also I didn't post the Hint but here it is and the answer.

Hint: This Pokémon may be small but it's voice packs a punch. Use a normal Pokéball to catch it.

Answer: She is indeed a Pokémon on the smaller sized. Her overall design and about being the melody Pokémon, but the form I choose to draw is her second form which is a fighting type.
