Guys is it normal for a rooster to make noise when it's 11 pm?

Cause my neighbor has a rooster and it's making noises right now, and it's freaking 11:30 pm.

And just so you now, we live in a city so I don't even know why my neighbor has a rooster and chickens in the first place.Sep 15, 2021
