I’d say make an oc you’d want to be friends with 😀
You could start by drawing an oc that you can use to represent yourself and your values! Also make sure the design is not overly complicated since you're gonna draw them MULTIPLE times for little comics, closet overhauls, character expression sheets, etc.
Don't make the design so detailed/complicated/complex that you don't want to draw it past the first time.
Well it does depend what you are going to use your oc for, if they are part of a story it always helps me to consider the context the character lives in. I always ask myself a lot of questions like, where would they live, how does their environment impact their hobbies/ clothes. What kind of things would they be interested in and how do they pursue those interests? For example if you have an oc that lives in a small town close to the sea they might like to swim/collect seashels/ sail on boats or catch fish etc. Maybe they would wear clothes that are convenient for those interests (like perhaps they would wear one of those inflatable vests for savety, or wear shoes that are easy to remove). It is a lot of fun to develop a character into a world!

On the other hand, if you want to create an oc separate from a story you could use design prompts or moodboards! There are a lot of options I hope my ramble made any sense haha! Have funnnn
I normally start by creating the personality then making the design, so their design fits with what they are like. ALSO if they are in a story make sure they actually fit and work well in the story :)
Pick a story/trait you think is cool and just expound on that till you have a plot/semblance of a character and then flesh the character out.
