Because the devs haven't released artfol 2 yet. Presumably once they do that, they can finally add a "close DMs to non mutuals" feature and then people can finally silence the DM scammers.
Unfortunately there is no way to actually prevent bots and scammers from making accounts, outside of an invite code system. They already outsmarted most captchas. All social media platforms have bot problems. If they were stoppable, then there would be at least one platform that doesn't have bots. There are none, outside of platforms with invite systems like Toyhouse.
