Edit: Hello, the two commenters are right, plot and characters do go together. However, sometimes a story relies more on the relationship of characters than it does a plot (character based Ex. Avatar the Last Airbender). Some stories don’t really care too much about the characters themselves and they use them more as players for the plot itself (plot based).

Question: Character or Plot based stories?

I’m starting another week of work, so I don’t know how much art I’ll get out. I’ll do my best to think of some good questions, though. 😊

Character, then plot. You need both to make a solid story.
both is best, but if i had to pick one then characters. like how some stories have pretty much no plot, just a premise. i like lovable characters :D
Character stories because what is the point of following a story where characters never develop. That's my opinion at least.

Personally I prefer a combination of both because I like characters development and world building.
I do say some of my favorite stories, games, films, etc follows closely with character relationships/development however the plot is the second hand that pushes and molds the development.

It sort of reminds me of war history documentaries; some focus more on the war, mechanics, etc itself while other focus more on the personal anecdotes, but both are tied with one another. War being the plot the molds life, people, society at the time vise versa; it's hard to really separate either.
The plot and characters are supposed to work in tandem with each other. That's the purpose of the theme. So I won't say I prefer one over the other
