How do you think of a background for an illustration?
I'm not talking about the ones with patterns or gradients but the complex ones.

The actual process of thinking of a background I guess should be how does it fit the narrative you're trying to potray or how your character blends into it without standing out too much

I've tried planning out the whole art first, character first and bg second and background first, character second

Most of the time, when I do “complex” backgrounds (what I consider complex may be very different than you!) I already have a very specific image in my mind. I struggle to create backgrounds if I am just going with the flow.

If the background is an afterthought, which means if you draw your character first, then coming up with a fitting background can be quite hard.
If you take your time from the beginning to plan what the whole illustration is going to be you'll have
an easier time drawing.
Also if you know from the beginning : "I want to draw my characters eating ice cream in a café"
it's easier to find refrences :)

I generally already have a prompt/notes/references for my art, so I'm already thinking about the scene and the story behind all of it (:

For me it's just a question where they are, what they are doing there and how I can make it look interesting.
Like, they are in a forest, they are arguing, and I can make it look more interesting by having different lint than I usually do...
