how do you keep your proportions consistent when designing characters?

i keep on making characters look too big or too small when comparing them to each other, if i try matching their proportions they wind up being the same height as each other

I saw drawfee making a height chart for their characters for drawtectives. Since they also had height comparison/consistency problems before that.
I use the same exact canvas size & expand it as needed. I also compare characters
I realized that the taller the person the bigger the proportions. For example, someone 4’7 will naturally have a smaller head than someone who is 6’7, who will have a larger head due to the length of their overall body.
My characters are made from basic shapes & curves, & I measure their proportions from how many heads tall they are!

Many of my characters are between 3-5 heads tall! The average human adult is around 6-7 heads tall, but really tall people might actually be 8 heads tall for reference!

When creating references for my characters I draw them next to each other, and I make their heads around the same size. Then it's easy to use heads to measure their heights.
Example: Character A is tallest, character B is half a head shorter than A, and character C is two heads shorter than A
I set the head first. Then the body. Sometimes I get a height chart first. Always try to keep the head roughly the same size. Beside face and chin shape.
