Yeah contrast with the background is important, but do forget to make the picture look combined by reflexes and using some combining colors in the main character and the bg cause it often looks like characters don't belong to the surrounding area
Also make bg more cool and light to keep the air perspective and use less detailed there to not make unnecessary focus on the bg
And the most important is to draw everything at the same time from the start to make all look natural and well compositioned

•Make sure there’s enough contrast between your characters & the background! You could use thinner outlines or no linework at all for your backgrounds while the characters have an easily distinguishable outline! If you’re working digitally, use a noise/static filter over your background for extra contrast!

•I’d say it’s good to do some observational work or have references cuz usually it’s hard to fill the space in a natural way (windows, trees etc)
