A general rule of thumb is to have a warm and cool of each primary and a warm and cool dark tone, like sepia or Payne's Gray. So that would total 8 colors plus white if it's not Watercolor. It might depend on the medium but work Watercolor, it's generally more ideal to buy single pigment colors over multiple pigment colors since you could just mix those yourself or they muddy easier.

Check if you can find blue, red and yellow that has "primary" in it's name. Like when I bought acrylics I found a red that was just called primary red (then it's a pure red that doesn't have warm or cold tones in it)
