I think it's Chinese; I used to study Japanese, and I never saw that bottom character before when it wasn't a component of a larger kanji (though I saw a different character that looked a bit like it)

Using the extensive knowledge I have of both languages (literally just using Google translate to translate names for drawings), I think it's Chinese. It might be Japanese but the writing looks more Chinese to me.
