How do you decide if your OC'S should be a couple or just stay friends? (I saw a similar question earlier and it made me want to ask about it to)
I have 2 OC'S in mind that I am wondering if I want them to be a couple, but I haven't finished their personalities yet.

I think making their personalies first and seeing how a dynamic between the two goes would help show weather they could be in a good relationship.
Last year for a school assignment I had to insert an original character into the Hobbit. I truly didn't mean to have my OC be with anyone in the story, but it flowed so well.
I suppose they just have to get to know each other :)

giving them a story usually helps (for me) so that I'll know the trajectory of their relationship. but it's your ocs so you should just do whatever you feel like. maybe outline their personalities while keeping in mind the dynamic you want between them.

To my memory I have never decided to ship characters after the fact, I've always created one or the other in a pair with the dynamic already in mind.

Ooh good question, I kinda decided it based on vibes (like everything with my ocs). Two of my oldest ocs (male and female) were best friends for the longest time but at some point I considered making them a couple. I decided against it though, because 1) I developed another oc that was supposed to be his love interest and 2) I really wanted a male and a female character to be friends without any kind of romantic interest between them at all. Also I really love their chaotic best friend dynamic. So their personalities and dynamic should probably go first, and then decide which ones vibe well together

My ocs are all kinda vibing in my brain and sometimes they flirt with each other, and if I get obsessed enough (and if it makes sense lore wise) I'll make them a canon couple

I think making a decision on your characters can work either way
For me it mostly developes over time when I think more about them or draw them and feel like they would fit well with another oc of mine
But I recently also made tea inspired girlfriends and in that case being in a relationship was a very big part of their designs and personalities

I think fleshing them out on their own first will automatically create their dynamic and it will feel more natural, that’s from my experience at least :3
