Not neon color related but the hat is too high on her head, looks like something is inside that keep it from fitting
Tho I love your coloring, it add a "pop" aesthetics I think
Maybe try do to it with complementary colors, like purple/yellow, blue/orange, green/red for the shadind and as a background, use a non neon color, so the actual neon colors stand out a bit more with the character
