In my opinion this happens with people who have not build any artistic/musical/writing related skills yet where building your own process is extremely important. And/or they are not as aware of the steps needed to accomplish what they are doing yet and just do what feels right (which is okay and one way out of many to go about things, too!).
Being methodical about what you do and noticing necessary steps helps a lot with getting more done and improving, but it does not necessarily make someone a perfectionist or overachiever I guess xD
