It's supposed to be a gif, so if you can't see it then check my DeviantArt/Tumblr.Cinder has never actually celebrated Halloween since her village had their own sort of holidays, so when Rouge explains it she's beyond excited and tries to get Shadow to dress up too. Of course at first he rejects the offer and calls it foolish, but really he's reluctant because it reminds him of Maria since they'd celebrate Halloween on the ark.
