You haven't lived other people's lifes, so it's easier to pull up a handful of positive traits from your limited knowledge of them and sell that to someone else.
But when it comes to you, aware of all the many events and interests that shape your personality, it's more complex than trying to synthesize a 1k page book in a single sentence. Especially when you're trying to do something serious, like selling you're experienced and capable.
Remember that people are mostly winging it and trying the best they can with what they know at each given moment.
Regarding the second question, I'm neutral on both options.

As for the question you're asking yourself, I think that happens because you could unconsciously think that there must be some kind of "protocol" for writing a bio or anything else that other people use to share their experience and such. This happens to me too, and I often found myself thinking that everyone else, except me, is actually a professional.
Sure, there are a lot of things that we all need to learn in our own job, but sometimes what we really need it's just to try without worrying of making mistakes.
And believe me, I've found out that most of the people that seem self-confidence actually aren't, but they like to experiment and achieve new goals in their field.
As for the second question, I don't have a CV yet, but when I'll need it I most certainly do it myself since I'm studying to become a web/graphic designer, so I'll want to design it myself in any of its aspect.
