I would add something in the background that shows there's wind such as leaves, snow, dust, petals, random particles, idk. Also, someone already mentioned the cold-weather breath, that would be a cool detail. I love the way you shade :D

Really loving the eyes & flow of the hair. I would suggest maybe adding fog? Clouds? To suggest him having cold and wearing that scarf up to his nose
