He's the mayor of a town called Woodsburg. He was into gathering as much information about people as possible. He was a normal if not a tad bit nervous and superstitious mayor until he was delivered a strange TV remote. After that he became opposed with televisions and more importantly building something called the Static Tower.
He had stolen nearly every television in the town in order to build it. He spent every day and night building the Static Tower. This Tower had the ability to mess and control people's minds and even reality itself.
Sooner or later the power of the Tower got to him and he became a paranoid megalomaniac. He had become the villain.
