I used OpenToonz and it was pretty good, though it crashed a bit for me (and it's free!). For a while I used FireAlpaca, which is also free. It's simple and easy to use but lacks most features. For money, I hear ToonBoom is very good. And as someone who uses Clip Studio EX I like it a lot, especially since it's a one-time payment software

Depends on your price range.
If you want free software, OpenToonz is purpose built for animation. Otherwise other free alternatives are FireAlpaca and MediBang. They’re more geared towards illustration, but they have tools for animation as well.
Autodesk sketchbook is another programme that can do animation, but the software is being discontinued.
If you’re looking to spend money on software, have a look into TVPaint, ToonBoom Harmony and Adobe CC.

I hear ToonBoom is pretty great, tho I haven’t used it myself. And unless you manage to pirate it some place, it’s pretty pricy too, but apparently it’s worth the price
