I almost always watercolor over pencil these days and it’s fine! Like someone else mentioned though the hardness might make a difference and I typically use hard pencils for sketching

I did pearlescent watercolors on a pencil sketch the other night and had no issues with smudging. I just used a mechanical pencil for the sketch and I think I painted kinda light, though. Maybe do some test sketches before you commit to anything?
