It's okay to do that! I do it too because I ran out of creative juices

The short answer is yes. It just depends on what it is and what you're doing with the drawing. Sometimes I only draw from one reference, but it is good to learn how to draw from multiple references as well. Imo it's a skill to be learned, not just about creativity, and same with drawing without reference, it's something to be learned.
If you have an example of what it is your using as reference, I could probably give a more detailed answers (mainly just my personal opinion though ofc).

Well it depends, but in my opinion if thats the case maybe you should just give credit to the person picture or like ask their permision etc.
