I really like tumblr! I like that when you post something, it continues to get likes/reblogs as time goes on- instead of getting a couple when it's new and not getting any more interaction after that. I have a couple of posts that get 3-4 new notes every day, which is nice.
I do think it's best enjoyed as a desktop site rather than a mobile app- I like being able to see everyone's custom themes and mess with my own theme.
It's not like it costs money to join, so you've got nothing to lose (other than some time maybe) if you want to try it out.

Fanart does indeed do better, but Tumblr has a good layout for art (your blog can be a really cool gallery for your art, especially on desktop with a custom blog theme!)
I don’t post on there in the hopes of getting attention, I just do it because I like putting my art on my (desktop) blog for folks to view!

My biggest audience is from tumblr and fanart is doing big numbers over there. Once you get enough eyeballs on your art, you can start sprinkling in some ocs as well and see how many people are interested. It's not the best for commissions/shop though, cause it's a blogging platform not a social media.

If you're willing to either draw fanart or pay to boost your post to strangers, yes. Otherwise you'll likely struggle to gain an audience for original work.
