Mmm I think it's an impression given by the fact that the heads of your characters are really large and not that high (people usually tend to draw heads like some sort of egg while you are drawing it like a... "laying egg"). This is absolutely not wrong and you don't have to change a thing, it's a style, your style and it's pretty like that. 
If you really want to make the neck shorter, I should say that the vertical distance between the chin and the base of trapezius muscle (junction of neck and shoulders) is almost the same as the distance between chin and mouth. It's not a rock fact, you can play with it, it's no big deal. The most important thing is to enjoy drawing your characters and be happy with the result ~

ummmm, I'm not a digital artist, but I do understand your situation... For me, it's good already since it gives your art a unique look. But I know that some people felt wierd about it. The question is, during sketch, do you draw the clothes too? If so, maybe this is the reason. Sometimes I do make the neck too short or quite long because I draw the character aith clothes at the same time, so I can't see the proportion of the body that I wanted to draw.
