Get inspired and create, really! Find something that inspires you, get a steady stream of inspiration, and just draw impulsively! You'll find that when you lose yourself in the art and the process itself, you'll be improving without even knowing it!

Generic answer - draw from life, study from reference. This will apply to basically any type of art you want to make.

I think the times I improved the quickiest was when I took art courses online. (all of them free on YouTube bc I'm cheap). Angel ganev did a good series on structure and lay-ins. This helps you to do better portraits. Drawing tutorials online had a free course about drawing the body from memory. Idk if they still have it though. And proko does lessons about anatomy for artists!

Practice, experiment, and don't let yourself get held back by trying to stick to an art style or posting schedule or anything like that.

Practice and time. Try new things, take inspiration from other art, and keep drawing---you'll pick up more techniques as you continue.

Well, that depends!
Do you want to do stylized, possibly “cartoony” art, or do you want to do realistic art?
If it’s stylized stuff, look at the art styles that inspire you/that you really like & trace it/copy it FOR PRACTICE/LEARNING ONLY, don’t post that kind of stuff! As long as it’s for practice & you’re not claiming the art belongs to you, & you don’t post it, you should be good! Take the bits & pieces of the artstyle you like & put them all together to make your own art style! I know since most cartoons give characters oval shaped eyes, I used to draw my characters with just oval shaped eyes! You can also take inspiration of the colors other people use too! (EX: Pastel colors, earthy colors, neon/bright colors, warm colors, cool colors, etc.)
If realistic art is what you want to make, look up reference images or make your own & either trace or copy those too to get a feel for the basic shapes & proportions. If you made the original image you’re copying/tracing, I think it might be okay to post if you really wanted to do that, especially if it’s of something simple like hand studies from pictures of your own hands. After getting a good feel of it, you could then start to draw it all freehandedly!
Using reference images usually isn’t a bad thing at all! I usually use reference images of my own hands when drawing hands for example! I stylize it & stuff, but it does help make my art look better by looking at an example of how a thing looks!
There’s also various tutorials on how to be better at art, but most of them will tell you to practice & to use references!

By "smartly" practicing, in short, practice where it hurts.
Fot example...
Don't like doing backgrounds? Look for scenaries on the web and draw em'
Bad at anatomy? Try to learn it by the books and draw the naked human body
And stuff like that, searching for tutorials in YouTube, managing well what you want to learn next
