Experemented? Or Stolen?

This character can suck the electricity to fuel as his power gun on one of his arms, and he even lose his energy when he drains too much energy on his body; which also makes me think that he drains the power of his mitochondria the power house of the cell no wonder he get's weaker when he use too much electricity. From his weaponry, it is a mystery where he got it, was he experimented to handle that much power by Dr. Zomboss? or Did he stole this powerful weapon? The conclusion is yours to make.
