Well live2D does have a free version and a free trial for the full version that lasts for 42 days so if don’t have to use it for too long then those might work. I know vroid studio can also be used but that makes 3D models instead so it won’t work if you want it fully 2D, but it is a pretty easy thing to use and a good alternative. I don’t know any others than that I’m afraid, sorry.
