For computer I’ve used Firealpaca and Paint tool sai! Fire alpaca is free and works alright but if you can get sai I suggest that!
Or alternatively I really recommend Clip Studio Paint!
As for iPad I hands down 100% recommend procreate! It’s a few dollars I think but it has so many features and brush options and such that it’s worth the money and is a cheap one time payment
Otherwise ibis paint is alright!

I use ibis paint x and medibang cause I am very broke, they do work pretty well though so it's a good starting point!

For phone (Android) i use Ibis Paint and Infinite Painter!
On iPad I use Procreate and Artstudio Pro :O
And on Windows I used Paint Tool Sai 1 and 2! All get a big recommendation from me
