It is a combination of your stream settings, your up speed and your computer hardware.
If your computer hardware is unable to handle the load of streaming then it will not matter how good your net is. It just means your comp is too shitty.
But in the case that it is good enough to handle the load then it just means that you did not optimise the settings correctly in your chosen stream program.
You do not need much up speed to simply stream drawing. Unless your up speed is literally less than 1.
