In your mind? Never. You just wake up one day to "i wish i could draw like you, your art is so good" messages from other artists who you think draw better than you

•Pretty much exactly what Sencrux said. I’d add that pushing yourself out of your comfort zone to draw what you find most difficult will help push you to learning fundamentals much more and kind of unconsciously if you can’t bring yourself to actually study

Improving the fundamentals. Being a beginner means you're still new to the fundantals of art and that you haven't yet build and actual understanding of the subject. Ofc you could continue to just draw whatever you feel like, but improvement will only come from actually studying with the intention of leveling up your art

Learn fundamentals. Look at drawings of artists you admire, find something you would like to do like them but aren't able yet, study how they (one artist or several artists that you admire) do that thing and experiment until you find one suited method to do that thing. Or look for mistakes and imrpovable things in your drawings and then learn how to improve them. Approach one new thing at time, too many new things are overwhelming

The simple answer is to learn new skills and then practice and develop those skills.
