Well, flipaclip isn’t the best but it is out there and you can do some cool stuff on it, with enough patience (terenry tm made a cool turorial for special effects on it).

FlipaClip and Krita, though you might want a tutorial for how to animate with Krita

firealpaca works great for simple stuff, and essy to use. krita is also possible,,, but it's more difficult to get into (and also heavy enough that it crashes all the time on my weak little pc).
