You might have luck with culture magazines (the stuff the city publishes to let people know about events, exhibition news and such) they tend to have a variety of artsy photos (sometimrs historical stuff) and you might be able to ask at an infopoint or such if they'd give you old ones.
Asking at a local library for decomissioned books (the ones taken out of the catalouge and replaced, that are thrown out because they are in too rough shape to be sold cheap. Some old outdated ones can be mixed in there too, plus nice wear and tear and yellowed pages, tends to be mostly text, but potentislly sometimes magazines).
