That depends on where-
in artfol, you just post and hope for the best- there really is no good strategy here except interact with people and post more often
If we're talking Instagram, hashtags are your best friends, support other artists, actually produce good content, and if you can squeeze frequent uploads, then that's all well... Grew my account on 1 post per week XD I don't post my art anywhere else though so if you're asking for sites like Twitter and Tumblr, can't help you out bud

Comment on other's works, post regularly, do reshares, basically just invest time on interacting with other users and hope to receive some interaction back. You can also try participating on challenges and drawing lots of fanart from popular media.
