Day 17: what kind of government is there?

Torvus is populated by many city states called Wards that kind of do their own things. Some are based on nobility, others are more like modern democracies. They are their own nations to an extent; all are actually under the rule of the the Empress in the state of Aurum, who essentially makes sure the Wardens (those in charge of Wards) are doing their jobs right. Wardens who abuse their power are punished one of three ways depending on their importance and their crimes: imprisonment, execution, or even puppeting. The Empress has a unique ability called the Visceral Thread that allow her to control the will of other powerful eslr temporarily. This is usually reserved for Wardens who cannot simply be executed or imprisoned due to individual importance.

The Empress is the only biologically female eslr in the sense she can reproduce sexually by exchanging genetic info and creating eggs that will undergo the usual stages of life; all other eslr can only make clones of themselves. (Note that this is specifically regarding the symbionts themselves; hosts can reproduce like their species can normally). The Empress has a human host, which can be male or female, and is the only known eslr that can bond to more than one host in its lifespan. The host interfaces with other hosts and visitors (as eslr cannot talk), and helps write laws. The Empress/host have a panel of advisors who do most of the lawmaking. Some of the advisors are popularly elected, others are elected by other advisors/Wardens, and some are selected by the Empress. This gives a nice balance of perspectives, like how most democratic republics work. I used a lot of political science to design the functions of Aurum and how it collapses under Leon Wester and his cult of personality. This post is getting long so i will talk more about how the Empress's host is chosen later.
