Sounds normal to me, it's like feeling inspired the minute you go to bed, but if you get up, you're too tired! I've seen a few people suggest making it as easy as possible to do the art - like having everything out and ready so you don't feel like it's too much effort to start because of that. No other solutions though sorry, I absolutely get this all the time, very annoying, want to art, but too tired to art
